Dr. Jeffrey D. E. Jeffries, PhD.
Dr. Jeffries is an internationally recognized expert in the areas of nuclear safety, risk assessment, security, and the assessment of corporate cultures. Jeff’s career has included military, industry, academic and regulatory positions. He started his career as a Marine Officer and served in Vietnam in the early stages of that conflict. He resigned his commission to attend graduate school, but later was given another commission in the Marine Corps Reserve; he retired from the Marines as a Lieutenant Colonel. On the civilian front, he joined a large electric utility and became the senior manager responsible for the safety oversight of their nuclear power plant fleet. After gaining significant experience in all facets generating plant engineering and operations, he moved to the consulting sector whereas a vice president and division director of a medium-sized consulting firm he had the lead responsibilities for organizational assessments, safety and security oversight, and technical risk assessments. He subsequently founded Paradigm Consulting Services, Inc. where he and a group of talented colleagues continued to provide a broad range of organizational and technical services to the commercial nuclear sector.
Jeff is an effective communicator and an excellent mentor and coach. At Paradigm, he continued to build his experience base in technical and non-technical areas by balancing his efforts between large technical projects and serving on senior oversight boards focused on operational safety and security. Additionally, he led several teams responsible for assessing and/or improving organizational safety culture at more than a dozen operating sites in the U.S. and Canada.
Jeff has also been active with several international projects and chaired the International Atomic Energy Agency committee focused Self-Assessment. He has been on the staff of the Electric Power Research Institute and authored more than a dozen papers on technical and management subjects. Between 2008 and 2021, he served as an Administrative Judge with the NRC’s Atomic Safety and Licensing Board Panel adjudicating a broad range of issues dealing with operational and enforcement issues.
He holds a B.S. degree from the U.S. Naval Academy, along with M.S. and Ph.D. degrees from the Pennsylvania State University. He is also a graduate of an Executive Management Course at the Kenan-Flagler Business School, UNC-Chapel Hill. He was also an Adjunct Associate Professor in the Nuclear Engineering Department at North Carolina State University for several years. He is a Fellow of the American Nuclear Society, a member of the Society of the Sigma Xi (Scientific Honorary), and served as a member of the Industry-Professional Advisory Council for Penn State’s College of Engineering. He received the Outstanding Engineering Alumnus (OEA) award at Penn State and served as the first President of the Penn State Nuclear Engineering Society.
